ROWIP – NPA’s response to Society’s representations

I have been charged with:-

1.       Letting the EC know how far the NPA has gone in changing the document to reflect the Society’s comments and

2.       Whether there will be opportunities for the Society to monitor how well the NPA is progressing in implementing the ROWIP?

  • All the responses, (including those from other bodies, the public and BBPS) received to the Draft ROWIP within the statutory consultation period were considered by the NPA, and some changes recommended. The draft ROWIP was reported to the Local Access Forum which accepted the changes.
  • BBPS comments were submitted on the draft ROWIP response form which contained 13 questions. NPA (Eifion) has responded to some of our comments where it was felt necessary, and in all cases, has suggested no change. My full report runs to 9 x A4 pages. I show the 13 questions, the BBPS’s response and NPA’s comments and recommendations.
  • The Amended Draft ROWIP was referred to the National Park Authority’s PAROW Committee which accepted the changes proposed and resolved to accept the Amended Draft ROWIP as the final version of the ROWIP. I have passed ROWIP to EC members, and invited Society members to contact me should they wish to have a copy. – no takers as yet.

Monitoring implementation of the ROWIP. The Authority will have to publish a Delivery Plan every so often and this will guide priorities for the period following it. It will also contain a review of progress. I am told that it is anticipated the Delivery Plan will be the best way of monitoring implementation of the ROWIP. As the Authority is currently being restructured, NPA does not anticipate having a Delivery Plan in place for several months. It will be at least until NPA knows what the new structure of the Authority will look like and perhaps more importantly, what budget there will be for rights of way and access work.
